Cannot Debug: Error in services launch sequence

Hello,

I can build and flash images, but I can not get debugging to work. I use all the suggested tools and read through the manual and steps serveral times. Can someone point me in the direction of what I might be doing wrong? 

I get the following error:

Error in services launch sequence
Launching command [C:\Program Files\OpenOCD-20170821\bin\openocd.exe -c gdb_port 3333 -c telnet_port 4444 -c tcl_port 6666 -f C:\qca4040-or-3-2\target\quartz\demo\Onboard_demo\build\gcc\qca402x_openocd.cfg -c echo "Started by GNU MCU Eclipse"] failed.
