Is redistribution of the LLVM compiler allowed?

I've been building a kernel using the snapdragon LLVM compiler, i wanted to setup a github action to build it automatically, but that would require a direct link to the LLVM compiler.
Since the download link provided by qualcomm will 403 if none is logged into a dev account on the same ip, i thought about uploading it to a github repo, but after reading the license agreement, it doesn't seem clear to me if legally i could do that or not.

This is not allowed per the license agreement. For reference, the applicable section is Section 3.5 (Open Source Prohibition).
