In the guideline, it states, "The SNPE SDK has been tested with TensorFlow v1.6 and TensorFlow v2.3." Does this mean we cannot use versions higher than v2.3, or is it possible to use them but they have not been validated?

You can able to use latest tensorflow version, just check which tensorflow version your model was.... the version should be same for model conversion too.
