In 2.10 version SNPE docs, libsnpe_dsp_v65_domains_v2_skel is mentioned in serveral places.
But infact there is no longer have those libs under /lib
So do we need those DSP libs or not?

Yeah, We need this module to run on ADSP or CDSP depending on the targets. For SNPE support device it detects the appropriate DSP.
The DSP loader requires the environment variable ADSP_LIB_PATH to set the DIR where the standard LIB is present.
