Documentation says:

I can find Hexagon-SDK in Qualcomm package manager, but the versions listed are 4.0.0.0/4.1.0.4/4.2.0.2/4.3.0.0/4.4.0.1. And QNN SDK can't be found at all.

You can take the Hexagon NN SDK 4.0.0 as the target reference with your mentioned of 4.0.1 and 4.0.2. 4.0.0 can be downloaded from Hexagon NN Product Suite from QPM.

The QNN SDK just enable for our customer only not for develper now. But we have plan to release to external developer. Will descipt in Qualcomm Developer Website soon.
