What version of SDK you're trying?And how do you know it is not complete?

To know all the options providers by hexagon-clang,
kindly go to the installation path of Hexagon SDK ( In my device it is Qualcomm/Hexagon_SDK/3.4.2/tools/HEXAGON_Tools/8.3.02/Tools/bin ),
and execute the below instruction,
$ ./hexagon-clanf --help
