Why doesn't the SDK Manager just download built binaries?

If I understand correctly, the SDK Manager works by downloading a Ubuntu 18.04 base image and applying some layers over it. There appears to be no way for the end user to customize this process. If that's so, why does the build happen on the end user's workstation? Wouldn't it make more sense to prepare the image once, and then download a built binary? The local build gives the impression that the user can customize the output.

Hi Jiwill

The SDK manager downloads a lot of different components from various different sources to build the images.
Because of the different sources for the various software pieces, distributing a pre-built image for a development kit runs into a licensing issue.
We are trying to see how this experience can be better for developers.

The source code for platform could downloaded from Thundercomm or from qualcomm.com.
