Are there any plans to implement a linux driver for the host control interface of the QCA4020?

Yes, the host control interface HCI  linux driver will be available in future releases of QCA4020, currently its under analysis/implementation stage.

Is it planned for the effort to include supporting linux bluez bluetooth stack and use of wifi as a network interface?

We will not have HCI driver but instead will have Bluetopia stack running on QCA4020. Application can invoke BLE QAPIs on host.

That isn't an acceptable solution from a security standpoint unless you plan to encrypt the communication between host and qca4020.
