Bluetooth developer License and programming QCC5125 chip

Hello,
 
We are a group of students and dveloping a new IoT device using QCC5125 chip. We have downloaded ADK, bluesuite, Qualcomm Package Manager, Hexagon and BT link keys from createpoint. We are all set with programming files and other all related things. 
 
The problem is:
 
1) We are not understanding from which among the above downloaded software we are supposed to start?
2) Which software among the above list allows to test our programs?
3) ADK installs successfully but when tries to find in the PC folder, it didn't show up anywhere nor opens.
3) We do not have "Bluetooth Developer License" and also cannot afford it, please let us know if it is actually required for our project? if yes, is there any other option?
 
Please help us in these matter, it will be a great help.
