1、if the timer is running, do I have to use timerdelete() to delete it and then use timercreate to set a new delay time?

No need to use timerdelete() if you the timer fire on its time.
If you like to stop it before fire use timerdelete()
timercreate update the delay time immediately.
I believe that the firmware RF part code has higher priority over user TimerCreate()
