We are experiencing issues where we are not establishing a proper connection to Windows 10
over Bluetooth LE. We are using the CSR1010 device with serial over GATT server profile, which
is part of the Micro Energy SDK 2.6.1.7

Pairing and bonding appears to work. But once paired, Windows does not display "Connected"
status for the device, and the data transfers appear to not have been received. (When a Microsoft BLE
mouse is paired with Windows, it displays "Connected" status when the mouse is on, and displays
"Paired" when the device is off).

When "our" device is switched off and then switched on again, it sends a directed advertising request,
but Windows does not respond to the request. We have confirmed that the BLE MAC addresses are correct.

When directed advertising times out, the device switches to undirected advertising. Windows then issues a
scan request, which our device responds to but windows does not follow with a connect request.

In order to get windows to connect, we have to unpair them and restart the pairing request process from scratch.

What can we to do to get windows to connect normally?
