Hi, I need to create an android application with below requirements 
 
The program must decode and write Layer 3 data to log files as well as extract particular parameters of signalization in real time, decode them. 
 
Following particular parameters/actions are required.
 
Band Lock - 2300Mhz, 1800Mhz, 850Mhz, Auto (Sample Frequencies).
 
3G/WCDMA: Band Frequency, HSPA+ DC in use.
 
2G/GSM: Band Frequency, RxLev, RxQual, C/I, TxPower(Transmission Power),  RRC State.
 
4G/LTE: RRC State. 
 
 
The program must run on Qualcomm based phones. 
 
Any help will be appreciated.
