I use the code from qcom_video_codec_sample_1_3_1 to call H264 encoder on HTC Sensation XE.
Most times the time encoding one frame is less than 5 ms. Sometimes, the time is larger than 1000 ms.
Has anyone encountered this problem ? thanks a lot.

Yes, this is the correct practice. By getting the current parameter info struct, you are assured that you are only modifying the parameter settings that you want to configure, while leaving the remaining currently set parameter settings intact.
