is there a datasheet or document that shows the configuration register details for the 4020?

The data sheet is available under Hardware Documents for QCA4020 & QCA4024 as "QCA4020 Development Platform (CDB20) Design Package".

We do not expose configuration register detals for QCA4020, however you can use "QCA402X QAPI Specification" document to configure registers.
