I want to work with this chip, but I do not know where I must start,
I read it's datasheet, but it is still unclear that what is programming way for this,
Can anyone help me please?

I'm afraid you're in the wrong place. This forum is for the CSR101x Bluetooth Smart chip.
CSR8645 is a Bluetooth Classic Audio chip http://www.csr.com/products/csr8645 - I suggest you get in touch with your distributor which will put you in touch with a Field Application Engineer.
