Profiling Unity apps on Oculus Quest (1 or 2)

I'm having trouble profiling a Unity app for the Oculus Quest (either version of the Quest). When I try to use Launch Application button on it, I'm getting this error message:

Snapdragon Profiler was unable to connect to the specified activity.

Verify that the application has the debuggable attribute set.

If the debugger is unable to connect, please verify that no other applications are using the JDWP debug port (e.g. Android Studio, Android Device Monitor, etc).

I've checked that the debuggable attribute is set, and I don't think any other program should be using the JDWP debug port, but I don't know how to verify that.

I also checked that the AndroidManifest.xml includes the INTERNET permission.

Is there anything in particular I need to set up in my Unity project in order to make the APK work with the Snapdragon Profiler?
