License activation failed - compute1.x

I tried installing Hexagon SDK uisng -> qualcommpackagemanager.lnx_.2.0_installer_20021.2.tar 
Successfully installed qualcomm package manager -> sudo apt install ./QualcommPackageManager.2.0.21.1.Linux-x86.deb
Successfully acitvated hexagonsdk5.x license -> qpm-cli --license-activate hexagonsdk5.x
Log ->
qpm-cli --license-activate hexagonsdk5.x
[Info] : Fetching product catalog ....
[Info] : Product catalog refreshed successfully
[Info] : Activating license : hexagonsdk5.x
[Info] : License activation is successful ActivationId=[xxxxxxx]

But when I tried activating the license for compute1.x, it failed.
 
qpm-cli --license-activate compute1.x
[Info] : Fetching product catalog ....
[Info] : Product catalog refreshed successfully
[Info] : Activating license : compute1.x
[Error] : License activation failed

I also thought that if i install hexagonsdk5.x, it will take care of it, but it didn't 
qpm-cli --install hexagonsdk5.x --config installConfig.json
[Info] : Fetching product catalog ....
[Info] : Product catalog refreshed successfully
[Info] : Downloading ....
[Info] : Installing ....
.
.
.
.
Downloading Compute1.x.Core v1.8.0
[Error] : Error downloading package!
[Warning] : Component Compute1.x.Core was not installed. Reason: Component could not be downloaded
[Info] : Install successful
 

Any suggestions? What am I doing worng ?
