In order to make the example scripts, indeed any adsp or dsp related code to run on the Dragonboard APQ8074 you must first push the adsp image by running:
push_adsp.cmd C:\Qualcomm\Hexagon_SDK\2.0\images\8074_8084\adsp_proc
from your scripts directory.
