Down scaling refresh rate from 60khz to 30khz

I'm not sure if I am barking up the wrong tree here. If I am my appologies.

I have a Nexus 6P with has a Adreno 430 and Samsung AMOLED display.

The display is set to use 60khz refresh rate. I am trying to work out how I can down scale the refresh rate to 30kz or something similar that the display supports. This is done on the Samsung Galaxy S5 which has a Adreno 330 with their ultra power saving mode feature.

I am unsure if the refresh rate is set by the CPU or a sperate display driver, perhaps someone here may know?
