T32 may not attach if Non-HLOS is not built completely while doing on-target ADSP debug on the target for the very first time.
Make sure that all the components of the target are built completely and loaded on target before doing on-target debug.
For debugging later with updated ADSP image, engineers can use adb commands to update the ADSP image.
