why encoder parameter set mismatched with output data when using omx avc encoder?

I encoutered two main issue when using omx avc encoder:

a) when I set encoder parameters(eg. bitrate, I frame interval...) via omxcodec api , however, when I analysed the output file using mediainfo tool, the bitrate(eg. set 500Kbps, output 200kbps) and I frame pos are different with what i set. is it  right for the encoder, or called wrong api? btw, the test result are similar on other platform(nvidia, mtk..).

b) when I do omx avc encoder on MSM8625Q platform, convert input color format from rgba to uv12, however, output data are wrong. as i saw, the output reversed the input r and b channel. eg, input red image, output blue image. this wan't occur on other qualcomm cpu, so it is the encoder issue for MSM8625Q?
