Mesh message failure with Android

I am using the CSR1010 with the uEnergy SDK 2.6.3.11 and the mesh library 2.1.h. When certain android devices connect to it over the BLE GATT connection, it is unable to relay any mesh messages. When the device connects, it will send out up to 8 messages, this is the size of the mesh message queue.
 
The 3 devices we have seen this issue on are the following:
Google Pixel with Android 8.0
Samsung Galaxy S8 with Android 7.0
Samsung Galaxy S7 with Android 7.0
 
Please advise on what I should do to troubleshoot this issue. Thanks!
