Licensing requirements for OpenMax video codecs

As an Android developer, we're interested to use Qualcomm's OpenMax video codec libraries (as per sample in qcom_video_codec_sample_1_3_1) with our apps (e.g. for accelerated video encoding).

But it's not clear to us the licensing requirements to use this implementation. Assuming we wish to commercially release an Android app (e.g. on Google Play) based on this implementation, which would be used when the app is installed on commercial devices containing compatible SoCs (Xperia S, Galaxy S3 LTE, etc etc), what are the requirements?

- explicit permission and/or licence from Qualcomm and/or Kronos?

- license from MPEG-LA (e.g. for use of H.264 encoder/decoder), or is it already licenced by Qualcomm or the device vendor?

- other?
