I have same problem in this question (https://developer.qualcomm.com/forum/qdn-forums/software/qualcomm-neural... )

I tried both of chrome and firefox browser..

Could you help me?

We've seen this a handful of times when we launched our Qualcomm OneID program. Let me work with IT and see if we can clear your account to download. Thanks for your patience.

We've had several notifications from users with the same problem this week. IT is aware of the problem and looking into it, but I don't have a timeline when it will be fixed. Appreciate your patience.

Try clearing your cache and trying to download now. We believe the issue has been resolved, but let us know if you are still encountering issues.

I was also facing same issue with https://developer.qualcomm.com/forum/qdn-forums/software/qualcomm-neural-processing-sdk/68366/Salesforce Marketing Cloud Certification  but the same was resolved.
