What does "Overdraw" mean

I have a unity game showing a simple backgroud image on screen, and i got a incredible overdraw reading 99x! at another case, when showing a terrain with some characters that shows 79.4x and dropped to 39x when i turn off the terrain rendering. it seems like the real meaning of this reading is "PERCETANGE of screen filled" other than "average DRAW TIMES of pixels drawed"
