Looks like your connection to the network cannot access ports.ubuntu.com.  Is the board connected to the internet?

../src/dilate3x3_C_intrinsics.c:49:5: error: use of undeclared identifier 'HVX_Vector'
    HVX_Vector sLine0, sLine1, sLine2, sLine3;
    ^
../src/dilate3x3_C_intrinsics.c:50:5: error: use of undeclared identifier 'HVX_Vector'
    HVX_Vector sVmax0v0, sVmax0v1, sVmax1v0, sVmax1v1;
    ^
../src/dilate3x3_C_intrinsics.c:51:5: error: use of undeclared identifier 'HVX_Vector'
    HVX_Vector sVmax00, sVmax10, sVmax01, sVmax11, sVmax02, sVmax12;
    ^
../src/dilate3x3_C_intrinsics.c:52:5: error: use of undeclared identifier 'HVX_Vector'
    HVX_Vector sMaxl1l2, sOut0, sOut1;

I don't know much about the examples in the Hexagon SDK.

I would recommend that you repost your question using one of the forums for the SDK:
